To author a Proposed Development scene, complete the following steps:

1. Sign in to your organization.
2. Create or load an existing scene.
3. Add the 3D layers you published in the Publish proposed development topic.
4. Optionally, add an elevation layer to the scene. For more information on publishing elevation layers, see the Publishing Hosted 3D Feature Layers white paper.
5. Capture slides for locations that you want the viewer to visit.
6. Save the scene and share it with your organization.

Once you have finished authoring your scene, you can also share it with the Living Atlas.
