1. Open ArcMap.
2. Ensure Network Analyst is activated.
3. Create or locate an existing local street network dataset within the Catalog Tree.
4. Create or locate an existing local address locator.
5. Open the Geocoding toolbar.
6. Select the dropdown in the Select Address Locator and select Manage Address Locations.
7. Click Add
8. Navigate to the Address Locator on your local system.
9. Click Set Active.
