The 3D Public Survey application requires an existing scene that is publicly accessible through your ArcGIS organization. The scene must have a survey response layer to be able to conduct a survey. on desktop computers.

Create Survey Response layer

To create a Survey Response layer, complete the following steps:

1. Open the 3DPublicSurvey.aprx in ArcGIS Pro.
2. If you haven't done so already, sign in to your ArcGIS organization and set active portal.
3. On the Catalog pane, expand the Tasks folder, then double-click on the Publish Survey Responses Layer task to create a Survey Response layer.

To add a Survey Response layer to an existing scene, complete the following steps:

1. If you haven't done so already, sign in to your ArcGIS organization and set active portal.
2. Browse to the scene you wish to use and open the item page.
3. Click Open in Scene Viewer.
4. Add the new survey response layer to the scene.
5. Capture slides for locations that you want survey-takers to visit and answers question on.
6. Save the scene and share it with everyone.
